SIM card question

One of our clients asked about getting a "SIM package." Our marketing arm does many kinds of packaging; but we know nothing about how that relates to SIM cards or chips.

Can anyone help us figure this out? Do you supply SIM chips? Do you normally have to upload data onto them?

We don't even know the right questions to ask. Thanks!
